The best time to plant perennials is in spring after all danger of frost has passed, and in the fall--try to give plants a good 6-8 weeks before the first expected frost.

there are such countless! i'm in zone 5, so something in mine would artwork for yours to boot. it is what I have for perennials: Peppermint Rhubarb Thyme Tarragon iciness Savory Sage Chives Blueberries Grapes If I had extra sunlight and/or extra room i'd like some rasberries, apples and strawberries. All of those (and extra) are available in zone 5. have relaxing!
