Yes, but it would never happen. An individual Arab country cannot even agree. It is highly unlikely that all of the Arab countries will ever agree.
Each Arab country is made up of individual tribes. These tribes were nomadic from the beginning of time.
After world war one the middle east was divided into countries. These division had nothing to do with culture, or even different tribes. Lines were drawn that meant nothing to the Arabs. This is why today it is impossible to have an Arab country that can agree within itself. Unless there is a dictatorship.

First, the Arab/Muslim countries will never "team" up. Even in the 4 other wars Arabs fought against the Israelis they never could coordinate their plans and work together. Sadat once made the comment that the Saudis would fight the Israelis to the last Egyptian. Even if they were somehow able to decide to work together AND were able to actually co-ordinate their attacks it's very doubtful they would be successful. The Israeli Air Force would control the skies as they always have and the entire Israeli adult population is either in the active Armed Froces or the reserves. They are better armed, better educated, better trained and more motivated. They also benefit from the advantages of interior lines of resistance, meaning its very easier for them to move units from one hot spot to another than it is for the attackers to redirect their forces.

i mean Israel population 4 million and considering not all of them gonna fight (woman,child's)
while Arab nations 1 billion

Even if they could get the upper hand in battle. Israel has nukes to turn the tide if need be. They will prevail one way or another.
