Tortoises are normally land-based reptiles. You may want to let it have some outside time, maybe let it have it's own tank that has some part land, and some part water. Ask a pet store that has a reptile expert on how to set up a terrarium for him. If you have a considerably large tank and not a lot of fish, you may be able to use the one you already have.

Well you shouldn't keep a tortoise in an aquarium either. Except for babies maybe. Also YES an aquarium floor/bottom is too smooth for a tortoise, it will not be able to walk properly. Cypress mulch is good for most baby tortoises.

I hope you have a terrapin or a turtle not a tortoise. If it is a tortoise then you are drowning it.
Take the animal out of the tank and see if you can identify it from the attached links. Then Google for information on caring for the animal.

You need to put a shelf in the aquarium for him to climb out of the water and "bask" on. He will die if left with nowhere to rest for a time, and he needs to warm up in the ambient air - turtles are cold-blooded. That's why you see turtles "sunning" on logs, branches, and the beach.

it needs both. It's natural habitat is on land, so you'll need that, but you'll also need water because it sure sounds like your tortoise likes to swim!

the best way to care for them is to get a little floating pad they have them at the pet store, this will allow it to rest without being scared of drowning.
