I am not sure what you mean by best, whether you mean my opinion, or you want to know overall (although not sure how I would know that).
If you want to know a poll of thousands of people to maybe get a good idea of what normal people "think" is the best movie, check out the link to imdb.com.
However, if you were to judge "best" by highest grossing movies, you can check the links below. I think the list that wikipedia gives adjusting the sales for inflation is best. There you will see the highest grossing films.

Talk about an argument starter! Personally, I like Casablanca. There are more great lines in there than any other I've ever seen, and sometimes the characters can surprise you.

Don't know if it's the best, but I really enjoyed "MIke's Murder" with Debra Winger. The archtypical 80's L.A. movie.
