I don't think the server is as dominant as you may think. Certainly a strong powerful serve is an advantage but only if you can get that 1st serve in a high percentage of the time. Also those with the most powerful serves do not always make it to the top.
As for reducing it to 1 serve. No!

Are you joking? First of all, how do you decide who to give it to and at what point. The match can turn at any point and any player can begin to dominate on serve. Second of all, what happens if both players are dominant and hold their service games and the sets are won in tiebreaks, then again, how do you decide who only serves once. Third of all, this is simply the stupidest idea I've ever heard.

The answer is no. Tennis is a game with rules that work well. Just because one person is not as good as another person does not mean the rules need to be changed. Sports is about winning and losing, you have to push yourself to become better so you can win. There will always be somebody better than you out there, and there are only so many rule changes you can make.

If you work on your return of serve you will dominate even the strongest servers.Just ask Andre Agassi. He only has an average serve, but his return is awesome.

Simple answer is no. If one part of a sport become dominant, it is up to the participant to improve the rest of the game to compensate for a strength.

Thats like saying lets take David Beckham out of football because he is too good at free kicks and has a very good chance of scoring when around the penalty box!

The server is supposed to have the "advantage," but a good player can always overcome any advantage and win a match.

The strongest server of all times, Slobodan Zivojinovic, hardly got to the top twenty (I think 19th was best...). But, with Boris Becker, he was ranked first in pairs.
