I would not say CPU, since a computer is more than that -- the entire motherboard, the hard drive, the RAM, etc. If you only need the chip you're looking for a CPU, but if you buy a 'CPU' when you want all of what I listed you're likely to get burned.

I wouldn't worry about the cable, that shouldn't be a major drain. Even an older computer (500 MHz, 512 MB RAM) should work well with cable.

Depends on what you're putting into the system.

Generally speaking, it's a good idea to have AT LEAST 256MB ram ( the more you have, the better the performance), and around 70 MB free for any additional software or drivers you might have to install for your NIC and/or your ISP.

As far as a system is concerned, I'd haunt the refurbished sections of the manufacturer sites like Dell and HP. They both have "refurbs" pages with offerings that won't necessarily cost you an arm and a leg. Check your local Circuit City and Best Buy for discontinued models or floor models they want to get rid of -- sometimes you can get pretty good deals like that.

First you need an ethernet controller.
Either a NIC Card or 1 built into PC motherboard.

Then you need to have atleast an Athlon or P3 so your PC can keep up with the data flow.

You could buy the parts for your PC on newegg for around $300 for a low end system that can use a cable modem connection for download/internet use. If you want a game machine.....look for around $700-900 just for parts.

In addition to the sites mentioned above, you can also try local computer stores esp. those that sell used parts or accessories...also you can try surplus sales at local schools, colleges or universities, and also at state govt. agencies... for eg. State Surplus Agency in Maine state do offer old machines for bid and public auctions (www.maine.gov -- look for Surplus Agency under letter S) .
