Sounds like someone has beaten the piss out of your car, maybe even you. They should not use that much oil. I think an acceptible use rate is 1 quart per 1000 miles, so you are using more than that. Any time you can see blue smoke during normal driving, not counting banging on it, it's not a good sign, and you probably have some cylinder wear.

No not usually... but Ford's warranty policy is 1qt every 1500 miles as max. But have never seen that (I've seen usually 1 qt. every 3000 miles if they do use oil.. most don't) but if the engine is used heavily (a SVT COBRA is usually ran extremely hard), it can leak past seals and be burned by the engine where you wouldn't notice the use externally
and that figure for GM is in despute as I've read that GM says 1 in 1k in some places, 1 in 2k in others

The typical acceptable oil consumption rate is 1 quart for every 1500 miles. I, personally, would even consider this higher than normal. Depending on the mileage of your engine, you could have several problems. The blue smoke is a sure fire sign that repairs are needed. Take it to a shop you trust and get a professional diagnosis.

every 3000? MAYBE a half a quart if any.it might be your valve guides that are leaking, a head gasket thats busted, or your piston rings are done. sucks to be you. engine needs to have a compression test done to it to determine the suspect cylinder. also check your pcv valve, its usually a tube that comes out of the valve cover and makes its way to the intake. make sure the valve is nice and clean. if theres oil on it, replace it. i recommend replacing any rubber hoses that route the pcv thru the motor. lots-o-luck!
