Couldn't agree more, but that's the public sector for you. They have no competition, get there money from central government regardless, are unionised, resistent to change, because it might involve redundancies, virtually unsackable, excessive sickleave (compared with the private sector),very generous final salary pensions, you could go on and on.
These organisations are, bureaucratic (causing inertia), have token management that hide behind committees, are imbued with political correctness and left wing politics, involve themselves in pseudo political activities that have not been asked for by the tax payer, and generally carry out necessary functions, inefficiently. I am talking here, about the whole of the public sector, not just the Civil Service.
You have rightly noted, that the public sector has massively increased under this left wing government, why? because nearly everyone in the public sector votes labour. When we had an empire, we employed only a fraction of what we currently employ in the public sector. If you add to your 20% (which I assume is correct) all those people who are dependent on state hand outs in one form or another, and the businesses that rely on the state buying their goods & services, the figure leaps to about 50%. So you can appreciate, for political purposes, but not for the economy, why they have expanded the public sector. Also, they have massively increased the number of university places in recent years, all the better to indoctrinate young people into left wing politics, feminism and political correctness. The EU simply parallels this scenario on a truly breathtaking scale.

20% of our workforce is a very small percentage compared to the other percent who doesn't work at all, or who work in private sector and I would estimate that would have to be about 40%. So, the remaining parasitic 30% who don't work, are here illegally, too old, or lazy should do what?
Civil servants still pay taxes, out of every check and also in income taxes yearly. I'd say that money is generating revenue for the nation, city, state.

There was an article in the paper couple of days ago that the public sector pays graduates higher starting wages than the private sector (except for engineering grads).
There are civil servants and managerial pen pushers. Most of the first do a good job, the second lot are what you refer to as economic parasites imo :-)

That's a bit of a broad sweep. There must be some good ones. Don't forget this government has added 40% more since it came to power. So that's why with the politicians are wealth is going. Brown sold our gold now oil is a problem gold is at its highest. Another drain on our wealth.

Civil servants include the fire department and police department along with the correctional emplyees. I do not know about how much wealth they may contribute back into society but they definitely make it safer to live within it.

Have you thought about what a civil servant is? Policemen and Firemen are Civil servants. Postal Workers are civil Servants. There are alot of background people in our country that we would fall apart with out them that are civil servants.

When you have public services, instead of privatised services, you have to have civil servants. You need to remember these are nurses, fireman, binmen, doctors, teachers etc etc. Anyone who works in the public sector.
We couldnt manage without them very well now could we! You arent looking at the bigger picture....plus they all still contribute taxes, so your point is......Privatise everything???

I agree we must reduce the size we´ll start by sacking the ones who work out your dole/pension then the postman who delivers your giro then the health /social work staff who would have looked after you after you´ld walked everywhere due to no public transport etc etc, You don´t work in the private leeching the public sector do you?
