I'm not sure. Mount Cotopaxi in Ecuador has a glacier on it. Thats very close to the equator.

Mt Kilimanjaro has a glacier at 3 degrees south.
Of course a lot of permanent snowfields and icefields are confused with glaciers. To be technically correct a true glacier has to be moving.
