You can either go high and tight or low and tight. Try to keep it off the outer half of the plate. 90% of lowball hitters like it low and outside. Any tight pitch can jam a lowball hitter. Look at what they try to do to Jeter all the time.....jam him. Even on the lower part of the plate. Sometimes he inside-outs the pitch, but even Jeter has problems with tight pitches.

If bat is slow, up in the zone and jam him. If quick bat, stay low and away. Get ahead of him with the fastball, then off speed pitches that start low in the zone and break into the dirt. They'll be tempting.
Fastballs low and inside can sometimes be effective. If you've got the heat, just blow high fastballs by him.

Off-speed pitches just off the plate, or on the corner, and bust them inside to keep them honest, but don't leave it over the plate. A good high fastball in a 0-2, or 1-2 count is your knock-out pitch. If you go 2-2 or 3-2, stay away.

Above is correct to some extent. If he has long arms then you will always pich high and inside, but if he has short arms aim low and outside. Hope this helps.

If you know that the batter likes low pitches, then you should try pitching up higher so that they are less likely to hit it.

Never hurts to go up and in on somebody, just don't throw it down to where the guy can get some power behind it.

a good side arm pitcher or someone good at throwing change-ups can would be best for lowball hitters.
