cook his favorite dinner, watch movies together, then make a bubble bath, light some candles, put some insence on , take a nice romantic bath with champagne then make passionate love!

Get a babysitter for the weekend. Send them to Grandma's house. Then take off for a little weekender. Pack lightly - one bag each.
Find a hotel that is near something you """both"""" like to do. Say hiking, laying out on the beach or if he likes to shop with you, find an outlet mall. Or keep it simple, make sure the hotel has a pool, jacuzzi and a spa that caters to both men and women. Some spa's have a couples package.
Spend time with each other and just talk, talk and talk. bring up the romance quotient. The sex will come later.
If you can only do a night, ask him out on a date. Dinner and a movie or dancing- both of you must get dressed up - you need to wear lingerie including garter belt and hose. Make sure he can feel it through your dress when his arm is around you or when you are sitting at the bar or table. If he doesn't get it, take his hand and put it on your thigh where one of the garter straps are.
Or wear a very short dress that when you sit down, you can see the top of your stockings and the garter strap. Then see what he does.
He should not see you get dressed - part of the fun is seeing you get undressed - like unwrapping a present.

How about instead of drugging the kids send them to stay the night with a relative. Then turn down the lights, light some candles and fix him a romantic dinner. You might even try putting on some soft music in the background.

Lose the kids
Light candles
Turn off lights
Open wine
Lay naked in front of fireplace...or
Get him in a hot bubble bath or hot tub....or
Get sensual oils for an all over body rub, taking longer in some, ahem, certain areas...or
Start with a scrumptious candlelit dinner wearing nothing but an apron...or
Leave of trail of clothes starting where he would enter and leading to the bedroom (or room of your choice) where you wait naked under candle light
