If you are not too new to have a voter's registration card it is on there, or at least your district is. It is who your rep is. I don't know what region it is asking for. Chances are good that if you just fill out the district and leave the region blank or both blank, they won't kill you or anything.
Below is a link to find your district. You may even be able to call one of their offices to find out a break down of regions.

Downtown houston's county is Harris. There are a ton of diff counties in Houston though. Not sure what to tell you about District or Region... contact your post office maybe?

If you live in Houston - you are in Harris County. You can always check the blue pages (government agencies) of your phone book if you have further questions - or look for county/city webpage. Good luck.
