If you live in a right to work state, such as Texas, (I don't know the others, you can Google "right to work states), you can get an agent without being in the unions.
Call the theater critic of the major newspaper in your city and ask him/her how you would find casting calls for your area.

Most roles are secured through talent agents who are franchised through the Screen Actors Guild. However, open casting calls are held for various venues... independent films and stage productions. You should check with such trade magazines as "Daily Variety," "Variety," (NY) "The Hollywood Reporter," "Dramalogue," etc. Dates, times and locations for open casting calls are usually published in these magazines.

Alot of people check craigs list (www.craigslist.com). Sometimes the newspaper lists them as well.
