Go to Start\Programs and drag the Outlook Express icon to your toolbar with your mouse.

To get the icon in your Internet Explorer toolbar:
View --> toolbars --> Links
Drag the Outlook Express shortcut onto the Links toolbar (you can get rid of all the junk Microsoft links in there).
To get a new icon INTO the Outlook Express toolbar:
Right-click in a gray area (not on an icon) in the tool bar and hit Customize...
You will get a list of available icons/actions the you can add or remove.
Outlook Express however does not have the full customizable icons that the full Outlook does though, only the basic stuff.
To get an Outlook Express icon into the Quick Launch toolbar:
Drag the Outlook Express shortcut onto the Quick Launch toolbar.

drag and drop your outlook express icon from your desktop to your tool bar.
