no. But legislators don't help as much as they could. Each state should adopt the strict CO2 emission standards of the strictest state (i think it's california). Alternative fuel, abolish SUVs that get under 19mpg.

Blaming Bush for global warming is like blaming Ray Kroc for the obesity problem in America (he created McDonalds for those that did not understand the reference).
Global warming has been a major environmental issue for the past few decades, so pouring the blame onto one single person is absolutely ludicrous.
Instead of asking who to blame (since the culprits include those asking and answering this very question), let's focus on ways to reduce this issue. I say reduce because the earth does possess natural cycles which include thermal increases and decreases, so our efforts should be to minimize the human factor in these cycles.
Remember, blaming is a game best played by politicians.

Haven't you read the scientific reports? We are raising too many cattle, and it is attributed to too many cow farts. Heck ,the US govermnent spent millions figuring that one out. No joke!
