That would depend on what your are drilling. A hammer bit (like a jackhammer) is mainly used for breaking up concrete & rocks. To drill, you need the rotation - the sharp end of the bit will quickly cut through the material in question - wood or metal usually. To drill through concrete you want one that does both - rotates and hammers at the same time. In this case, the hammering action breaks tiny pieces of the concrete or rock, and the rotation moves the chipping bit to the next spot to hammer while also getting the broken pieces out of the way.

So my final answer is still - what are you drilling? For dirt, rotary would be faster. For rocks and concrete, hammer would be faster.
