You need to give it a good sand, prime then paint.
Use a random orbital sander if you got one, 50 grit paper. No need to sand to bare wood if you are just going to repaint it anyway.
Primer the whole thing with a fast dry oil primer like Kilz or something similar. Sand again, only this time lighter with a 150 grit paper.
For the finish coat(or two), go with a quality oil base interior paint, brushing it smooth. It will look great.

Be weary of what you read on some of these posts. Do not peel the laminate. There is no telling what is under there. If it was made with different types or grains of wood under the laminate and you peeled it, you would never get a good finish no matter what type of paint you used. My personal suggestion would be to lightly sand the entire dresser. This allows your primer and paint to stick(ahdere) to the finish much better. I prefer latex because of the easier cleanup. Before you actually start, take the time and talk to someone at a paint store. There might be paints specifically made for this application. You do not have to buy the paint there, but their advice could same you a lot of time and frustration.

Sounds like the dresser was painted with an Enamel paint. You probably tried to use a laquer paint. Lacquer on enamel makes it bubble. Your best bet would be to sand it down to the wood and start over. Thenyou can choose whatever you want.

Sounds as if you need to sand it down to the wood,,,stripping off the old paint - then you may stain or paint as you desire.

At this point, you need to strip it. Paint stripper, razor blade, papertowels. Go!

In the very least, you need to sand it down, prime it, and then paint.
