i would try a product called GRANITESEAL it is usually used to seal asphalt pavement it comes in lots of colors in 5 gal buckets and u can sprinkle sand on the treads while its still wet for non slip stairs >info at graniterock.com

try the stuff they use for truck bed liners like rino liner it covers rust and provides a non slip finish it comes in colors and is easy to apply and repair.
