and how can u tell if their sick?

i kno theyre not reptiles, but my fishy has this silky lookin stuff hangin off its fins

No, bettas do not shed their skin.

Generally the best way to tell if there is something wrong with your fish is you see anything unusual. Is you fish eating ok? Has it developed any spots, bumps, growths? Is it swimming properly? Is it swollen?

If you don't see anything out of the ordinary, then your fish should be just fine.

no, sounds like a fungus. it may be ich or velvet, try going to a fish store and looking at the meds they have for the fish. they should have descriptions of the signs of the disease, or the staff should be able to help you choose the right one. do a water change, then add the meds. if there are other fish in the tank, you will want to seperate the sick one from the rest until all the signs of the disease are gone. if left untreated the fish will probably die.

That sound like velvet, or a fungus. "Shine the light on the betta’s body: if it looks like it is covered with a fine gold or rust mist, then it has velvet."(bettatalk) I'd change his water, flush his tank and gravel with hot water. (Be sure that the water you put him back into is the same temp as what he is in.) Add salt 1 teaspoon per 2.5 gallons. (add gradually to tank/bowl disolved in water.)Then treat for which ever he has.

Velvet-
-Add an anti-velvet med (copper sulphate)
-If possible increase heat to 85, but only after adding salt, and meds. (Otherwise your fish will likely just die faster.)

Fungus-
-add an anti-fungal agent.

no they don't. but it sounds like your betta is sick although i can't say what it is because your description is vague. get a book on bettas or search the web to find out exactly what is wrong with him and maybe you can fix it.
