There are books on adoption and stuff like that but I want to know of one that talks about life in foster care and constantly moving between foster homes and group homes etc. and their outcomes.

"Truth Be Told" by Tashima Dukes. Its a very short, self-published memoir of Ms. Dukes' experiences in multiple Philadelphia foster homes. It is excellent.
