Maybe not richer, since this is a qualitative judgment. And because most cows I know are content to live within their means. But if the grass is tall they must feel shorter.

Just as long as the cows aren't standing too close to the fence.
No matter how nice their grass is, the grass is always greener on the other side.

Although I doubt if anyone can say what a cow thinks, I'm sure they feel a greater sense of pleasure when the grass is good than when it's bad.
