Phoebe, she seemed to go from very immature to an adult over the course of the show. It was a nice, natural progression for her character.
Plus, her power was cool.

I liked the charactor carisma carpenter played I don't remember her name but I liked the idea that a full demon would seek redemption.
also she was compleatly hot.
as for the sisters it's hard to choose but i'd say phoebe I like tats.
