A person that says this is weighing the circumstances between needing something and offending the person they ask. It is a way for the inquiring person to get a slight preview of the openness of the other person to meeting the need of the inquirer. Such a circumstance would be if you had a dead car battery in a post office parking lot and needed someone to take time to give you a "jump". Most people are in a hurry or are on their way to do other things. They may not want to dirty their clothes and, depending on your appearance, may suspect something illegal. This happened to me and after the postal staff denied me any help whatsoever for my car. I waited and chose carefully the person I thought would be most likely to and able to help. I offered money in exchange which seemed to take the "edge" off of an annoying request and I expressed my gratitude to the gentleman for his help. Just remember, most people who utter "Dare I ask you..? don't want to be in the position of needing to ask you for anything.

Yes too nnay times and i cringe each time because i know! When they start with 'Dare i ask you' i know they're going to ask me for far more than they should. Thank goodness i can say no, non, niet and mean it otherwise ... I wouldn't be on the computer right now, too busy doing everyone else favours!

I usually throw in a very quick "No!" before the question....

The annoying one for me is when vacuous pretentious twerps start with "remind me again how to..." when they never knew how to in the first place, and I never told them previously.

(That's a 'grrrrr' situation... to paraphrase Surrey bird.)

It's always followed by the question whenever I've heard that said.
