It's not fungus and it is not shell rot. It's perfectly fine. The scutes have mineral deposits trapped under them. This occurs when the water is hard (full of minerals). It's like when you have a lot of minerals around your wahsroom sinks, drains, etc. Well, it is just unattractive, but no harmful. Your turtles are fine and if you want to get rid of the mineral deposits, you'd need to soften your water and wait a year or two for the turtle to shed all these scutes with the mineral deposits. I don't think that is necessary.
I'd just leave it knowing that they are healthy. If you need further advice, feel free to send me a message.

From the photos, it looks like the other turtles might have some white spots as well.
I can't tell for sure, but the test I use is pretty simple:
Is there any pitting in the white areas? Is the white caused by missing shell material (in this case, there will be a definite 'edge' to the green, like badly chipped paint)? Is it growing? Does the white area have a different texture or feel than the green areas?
If 'Yes' to any of this, then it may be a shell rot of some sort.
If the shell is smooth, spots are not growing, and it feels the same all over- it is probably no big deal!

If the spot has been there for 2 years it probably isn't shedding. If the spot is not getting bigger, it may not be anything your turtle has gotten since you have been caring for it. If it is getting worse, I would worry about a fungus or bacteria, or maybe diet and lighting problems. Turtle time goes so slow that even if you tried to fix the spot it will take a long time to disappear. The turtle breeder that mentioned mineral deposites seems to know what he/she is talking about, but I never knew that! I would worry that the deposits would build up and lift the scutes up, leaving a space for fungus and bacteria. I think the conditioner blocks they sell for turtles (they're shaped like a baby turtle) softens the water too, but they may get expensive. Keeping the water really clean and testing it with fish test kits for Ammonia will only make it happier and healthier! Check out more turtle websites with pictures of funal infections to be sure that's not what it is (or try a reptile vet, of course).

Thats either 3 things
Too much calcium in the water, you can just scrub it off. A simple water change would solve this, and it shouldnt repeat.
Or
It could be shell rot, your turtles shell is rotting.
I dont know how to treat it but I would contact a herp Vet so they can accuratley diagnose it.
Or
It could be a color mutation she had when she was born, this is if it hasnt grown in size since you got her.
You can contact me at fatwhale90@yahoo.com I am more than happy to help

White shells would properly be calcium deposits (quite puzzling-water aspects, as contained in the american West) or protein scum. those at the prompt are not risky and may be wiped clean off with an previous toothbrush. Moisten it with vinegar or lemon juice for the calcium. even so, it would properly be something extra severe. in case you are able to't scrub it off, locate a powerfuble reptile vet.

i have 2 red eared slider turtles and i have never had any problems. it could either be a fungus, infection, or birthmark. i would take it to the vet anyway.
