Water is wet... but here's a little bit of trivia for you: "In medicine, water intoxication (also known as hyperhydration or water poisoning) is a potentially fatal disturbance in brain function that results when the normal balance of electrolytes in the body is pushed outside of safe limits by a very rapid intake of water." - Wikipedia page on "Water intoxication"

Well, "wetness" I believe refers to the density of a liquid or solution. The less dense it is (like oil), the "wetter" it is. I believe that adding soap to water will make water wetter. Dampness, I believe refers to the amout of water on something. Is water damp? The dampest! 100%. Water is damp if it has water on it. When something is damp, it has water on it. That's the way I see it. Is a single molecule of water damp? No, becuase another water moleclues aren't touching it.

To answer your question, "Is water wet or damp"... I think it's somewhat wet, and only damp if there's more than a molecule of it.
