Well AFFECT is a verb and EFFECT is a noun. For example--The 9/11 bombing had an adverse affect on the psyche of the American people.
The effect of the 9/11 bombings led to most people having a fear of flying.
Affect means to have an impact.
Effect means consequence or change in something after the impact.

Most people think that Affect is the verb and Effect is the noun, but this isn't the whole story. The best thing to do might be to look them up, but here are some examples.

I affected (verb) her by making her cry.
The effect (noun) I had on her was that she cried.
His german accent was simply an affect (noun).
Houdini effected (verb) many amazing escapes.
