It's been called Football in England sense they first started the leagues up in the early 1890's, and probably before that. What US call football didn't start up until the colleges started playing some time after that.
When soccer/football was first introduced in the US, the name football as already being applied to the Grid Iron game, so they went with 'soccer' which was a slang term for the game in England.
The big question is, why was American Grid Iron Football called Football?
As no one thought to ask at the time the sport was being so named, we will never have an answer to that one.

You use both foot and ball. I think that's what matter in England. That's how they name the sport. What body part you use and what your using. I hope I help you cause that is what I know about soccer and England.

Go to this link (http://en.wikipedia.org/wiki/Football) and it explains it all. It's NOT because it is played with the feet. It's because it is played ON your feet.
Long story but up till "association football" started most sports were played on horseback (i.e., polo, hunting, jousting, equestrian show jumping, horse racing, etc.)

They actuly call it football of footy. I think its because the game involves kicking a ball with your feet.
