HUD, Section 8, Low-Income Housing, etc. are federal programs, and available in all states. In some cases, The Salvation Army, Catholic Charities, The Mormon Church, or the person's own church - and other charitable organizations will help people with rent and/or utilities. There are state or county programs of aid in all states - you just have to look for, and find them.

I would contact Housing Authority and apply for rent assistance also called section eight. I would assume there's a housing authority in Texas as it's part of H.U.D.
