wHILE I GOT EVERYTHING OFF THE TOP OF THE ENGINE IS THERE ANY COST EFFECTIVE THINGS THAT WOULD BE GOOD TO DO MAYBE SUM NEW LIFTERS OR SOMETHING?

may as well rebuild the thing if you're thinking about new lifters. if you've got the cash, get all of it roller lifters and roller rocker arms and new pushrods for both sides. but cost effectiveness means worth your money to______________ (fill in blank). just put the new head gasket, clean the water from your pistons, put the new intake gasket..put everything back...and try not to get it so hot that you have to do this again. that would be the best cost effective measure.

As long as you've got the head off best have it milled. This will ensure a tight seal with the new head gasket. Check first for tolerances to see how much can be milled.
