How can a power generation plant be set up?How to arrange the capital investment required for it?Can someone give any suggestions?

What kind of power plant are we talking about? Thermal (if so, is it supposed to burn coal, heating oil, or natural gas; also, will it be a steam turbine or gas turbine), nuclear, or hydraulic (if so, is the river in the mountains or on the plains)?

Generally speaking, power plants are financed using a technique called project finance. An operating company is set up to own the plant and nothing but the plant. Owners of the operating company (usually called project sponsors) secure commitments from power buyers and then take those commitments to the bankers. Bankers form a lending syndicate that puts up most of the money required for construction and equipment purchase. When the station begins to operate, the operating company begins to pay down its debt to the lending syndicate. If the operating company has problems repaying its debt, sponsors either pay it out of their own pockets or lose the operating company altogether (it becomes the property of the lending syndicate).

Individuals can setup their own power plant and sell back into the electric grid, even small ones.

start small. get a treadmill and hook it up to a generator. Hook the generator up to the electrical outlet. You are now sending power back to your utility...lower your bills...in effect, you are your own power plant!
