San Francisco is always cool, and almost never hot, but might be too sunny for what you are looking for. The Pacific Northwest, Portland, Seattle, etc. could be worth checking out, but maybe a little too rainy. Maine could be to your liking, but maybe too cold in the winter. Minnesota, Wisconsin and Michigan stay pretty cool except on the hottest days of summer. And there's always Alaska, but that's maybe too dark in the winter and too light in the summer.

Move two ireland dude, lovely cold weather most the time and moderatly hot in the summer if ur lucky and plenty of rain and no smokin in bars or restaurantd(I know the smokin thing has nuttin to do with weather but i just thought id get it out there)

Well cold is a relative term to the individual talking about it. Me for example wouldn't ever say that I've lived in a cold area until I moved to Anchorage, AK. But in answer to your question, I'd say the Puget Sound area in Washington state is a very moderate area, but it doesn't get much snow.

Move somewhere on the coast. the Maritime (ocean) air regulates the temerature. Seattle is nice. the more inland you get, the more extreme the temp fluctuations b/w seasons.
And don't listen to anything they say about Michigan, it's 90degrees here today, with 70% humidity!

You would need to go further north than any of the Continental States to never get above 70 degrees. Costal Northern State such as Washington and Maine would be your best bets in the Continental US.

Being a Texan myself I know how horrible the humidity can be. Colorado has beautiful and mild summers or you can try Alaska. My friend just moved back from there and it's always dark.

someplace way north....... michigan isn't too bad, I just got back from a vacation there and it was fairly cool. If you stay around the chicago area or around the great lakes, close to the water, the temp shouldn't get too hot.
