There is a program called Macromedia Flash. Using Flash, you can make interactive presentations that combine graphics (including movement) and sound. (Some people actually manage to produce games in Flash.) The presentations (sometimes also called "clips" or "movies") can then be viewed inside a Web browser over the Internet.
Is it difficult to learn? Depends on how you do it. These days, there are plenty of ways to produce Flash movies, and Flash itself may or may not be involved.

Flash is more-or-less a WYSIWYG program for animating etc. as well as a vehicle for playing these animations as well as videos and can be used to develop websites, navigation etc. Most contemporary browsers employ Flash engine, but for some it will need to be downloaded from Macromedia to work
Action Script is the "programming" language you need to learn to make Flash do things. For server side apps, WRT to things like databases or dynamic information delivery it utilizes Cold Fusion, which is far from ubiquitous and many web host / servers do not offer it.
But to really do stuff with Flash - you need to learn the Action Script language - there's lots of sites out there as well as freely available codes you can grab... it fairly straight ahead onece you get the gist of it and usees plain language

If you know some programming then it shouldn't be hard to learn. If you are new and just starting then it may take a while. I personally think it is somewhat difficult to learn.
