It really scares me, the parents aren't even outside. I don't know what to do. I would like to talk to the mom but we don't get along at all.

Would child protective services do anything? She would know it was me and shes already kinda threatened me.
As for being a nosey busy body-I walked out my door and saw a little girl pulling a hose across the yard and a baby in the other hand while standing on cement. She then preceded to take the baby across the street.
By the way I have four kids, and I am a very clean person. But no I don't disinfect everything they touch.

Aside from the worries of physical injury to either child, any child without supervision is prey to anyone who happens by. Are there any others in the neighborhood who have witnessed this behaviour? Worst case scenario, call CPS. The worst that can happen is that they will be angry. You can comfort yourself knowing you did what you should to protect the children they should be supervising.

Have you ever considered that the 8 year old is doing the right thing by getting the 3 month old out of the house?
Maybe she carries the baby outside when a parent lites up a cigarette or if there is an argument happening. Maybe the 8 year old carries the baby out of the house when they feel a parent is getting angry or out of control.
Do not tell the mother how you feel about her child raising skills because it will only make things worse.
Be the better person and make your yard available for the children as a safe place to go when they need to leave their home. Maybe put some benches in a shady spot where the 8 year old can come sit with the baby.

To keep peace stay out of it. Maybe walk outside and say hi to the kids or something. You could call social services and let them check it out. Those parents so know better. You are a very good neighbor but they would just think you are being nosy. Call authorities and let them check it out. I understand where you are coming from. I had a neighbor that would live her 1 mth old with a 10 year old for 2 and 3 hours at a time. Needless to say they have moved and they didn't do it anymore.

call CPS....they WILL NOT take the child/children over this but they might be able to remind her that allowing an eight year old care the little one around out side isn't such a great idea.
OR
Send her a very nice anonymous letter......don't tell her how stupid she is....just explain that you are a concerned neighbor and want to make sure her kids stay safe.

do you reside in my community, cuz this appears like my acquaintances around the line! they have 2 teenagers and the greater youthful one, a girl is now 5 yet as quickly as we moved into our living house, she replaced into 2 and could run rampant via the neighborbood. even now she is often in different acquaintances' yards, finding in living house windows, and the parents do no longer something! the boy, now 8 or 9 i could say, climbs on right of thier SUV and screams on the right of his lungs! the mum has no administration. i in my opinion heard her begging the infants to come again interior sooner or later. all i can do is laugh somewhat. those parents are neglectful. i could stay out of it till the infants are in possibility, and perhaps a decision to the police dpeartment does no longer be a nasty theory. small cities are many times good w/ stuff like this. see in the event that they'll come via whilst this is going on and that they are able to return the infants to the parents and perhaps the factor gets for the duration of that its no longer ok.

Tell her or some of her friends. Talk to gran-mother or aunt of the children. If nth of that works report them to social service. You don't want to be guilty when sth happens to that baby because eventually it will.
