I tnk they come from that "somewhere else" that we have a unique ability to tap into. Some will argue that it is divine, others that it is simply another place deep within their subconcious where ideas and dreams both originate from. Either way it is a mystery.
In the book called On Writing by Stephen King, he suggests that many of his stories already exist somewhere else, and that he simply channels them and puts them on paper...in other words, they "write themselves" from somewhere beyond (or a parallel universe, such as those that exist in his Dark Tower Series) or deep in his subconcious.

They are both from within and somewhere else.
Our life is shaped by our experiences. That's the "somewhere else." How we perceive those experiences comes from within.
Creativity is the interpretive expression of what we see, hear and do.

You just made the best argument there is on Creationism. Primates don't even have a perception of "self" when they see themselves in a mirror. But we have the ability to write a poem, paint a picture, create a bridge or skyscraper.
Thanks for you question.
