It's not. American filmmaking these days is loud, stupid, directed at people with the minds of 12 year olds (whether they're 12 or not) and attention spans of 5 seconds. It has no originality any more - the movie industry is run by people so shallow and stupid that they think anyone who reads even one book all the way through is an intellectual.
Case in point: The Wicker Man. A tremendous British movie from 1973, a mystery/thriller with a sort of supernatural bent, with some of the best actors of the day. Christopher Lee's masterpiece. It has a rabid cult following to this day. Drew you in, pulled you under, and had an ending so shocking that people were just blown away at the time.
Coming out in September: The Wicker Man, starring Nick Cage of all people, making the whole idea into nothing more than a stupid remake totally removed from the brilliance of the first movie. I've seen the trailer and that's all I need to see.
Sorry to rant, but it's a pet peeve of mine and you asked.

It's not better -- it's historically worse. American audiences have been lulled to sleep by the Hollywood formulas. Unsophisticated viewers are spoiled for happy endings, clear cut lines between good guys and bad guys, and/or million dollar special effects. None of these are a substitute for good writing!
Try "Amelie" (French) if you're into a romantic comedy, or "City of God" (Brazilian) if you're into an action film that's a realistic look at gang life in Rio. Of course, Monty Python's movies (British) are classics of comedy -- try "Holy Grail" or "Life of Brian". Try "La Vita E Bella" (Life is Beautiful -- Italian) for an amazingly moving drama about WWII-era Italy.
This is a very generalized and thus very complex topic that you have picked for your paper. If your deadline is tomorrow, it's too late to do your research that's necessary. If you have the time to really check out foreign films, though, you will find a treasure trove of good viewing.
Good Luck!!!
p.s. I know, i know... Hollywood can make thoughtful, well-written films too. Like "Crash" -- what a complex piece of work. But if you still think American films are the best, take a walk through any video store and look at all the really really bad flicks that line the walls.

First of all, that's a matter of opinion. Second, the US pours more money into film-making and has an older, better established film industry, than other countries.
