This is really two different issues.
On the computer you can set up two user accounts (Control Panel > Users) so that you can each have different settings and document storage areas.
It depends what you are using for mail. If you are using webmail (Yahoo or MSN) then you just need to set up two user accounts. If you have a mail address from your ISP (such as BTInternet or NTLWorld) then most of them will allow around 5 separate addresses for different family members.
If you are using Outlook Express to manage your mail, then Outlook Express also allows multiple Profiles with different settings for each.

go into control panel and set up a second user account. from there you can add your wife as a second user with her own password so she can access the computer. If it is just e-mail then she can just set up her own account on yahoo or msn and choose her own password. most ISP's give you at least 2 e-mail accounts, contact them to see how your wife can set her own up.

if its just emails you want it for you can get two different email address from any of the free suppliers like Yahoo or Microsoft, hotmail or msn. if your running xp go through your control panel to user accounts and create a new account for your wife that way you can both have protected data on the one machine

then at the end double click on Users
if u created 2 users... set passwords for them seperately...

First u should have windows Xp
Go to control panel then open user account then there u can see "Create a Account".Click that and make an Account

You'll need to create another account for that from control pannel > user accounts > create another User (each users will have their own settings...... and permission administrator has all rights... )

You can't have 2 passwords for one computer. She can have her own email and have her own password for that but htat is about it.
