It's a government regulation for us to charge customers for 911 service, you are not paying to call the service you are paying for the right to call the service. This is a governmental fee that is charged to all phone customers not just cell phones! It helps to run the department and upgrade their systems (ex. gps tracking, faster/better computers). It's not your cell phone company that you should be mad at it's your local government.
Although if no one paid, then either taxes would go up or everytime you called 911 it'd cost you like 100 bucks!
