My God man if you can't why are you telling people? It's like running through Ethiopia dressed as a hamburger and thinking you won't get eaten. Ok ok that was harsh...
I had the opposite problem, I started real early and it was also very embarrassing, your body will do it in its own time, in but time you are not missing out on anything (unless you want kids now) because it still feels the same so don't worry.
In the mean time throw some yogurt around the room or something and proudly show all the people who want to beat you up.

You are too young. Your WHITE STUFF is not ready as yet. Though the quality of sperm depends upon genes, age, built, food habits and many more factors, yet it starts maturing to a white stuff only with the age. Now it will be just like a simple urine or a bit thicker in the end. There is an advice. Dont do much of masterbation. Take interest in your studies and games. Read good stuff and slowly after couple of years or so, your White Stuff will be ready. Take Care.

Why do you want to know this? Surely you're too young to produce any "white stuff" and that's what the problem is. And how come other people are bullying you about it? How do they know?
Wait a minute you'e not one of those private school kids are you? You don't play the biscuit game with these 'bullies' do you and keep losing? Because that is just nasty! Though I can understand why you would want to win once in a while.

1) Don't admit to it, then you won't get bullied
2) Tell teachers or parents about bullying. Anyone who physically or mentally abuses you is a prat (and a criminal). Your school will know how to deal with it and you may not have to say what the bullying is about but, if you do, remember that your teachers were your age once and will not laugh at you and will keep it confidential.
Everybody matures at a different rate. It is not shameful to be at a different place in the maturity stakes than your peers. You probably make up for it in other ways.

Hey your fine. You just haven't developed enough yet. It is normal and okay to masturbate before you can ejaculate. It will happen soon and then you will be shooting with the rest of guys. In the mean time don't let your self be bullied or talked into anything that you don't want to do. Sex is meant to be personal and private. Right now you are lucky because you can masturbate and orgasm and not have anything to clean up. So it feels good and is neat to boot.

Do you shoot the clearish liquid (semen)? It is watery. It usually starts first for your first few weeks with very little thicker "white stuff" (sperm) in it.
The more you think about sex in general and keep your mind tuning in to your body's changes, the faster your hormones will get going with the processes that adults have. Just be patient... and to the person that suggested you get oral sex done to you, don't do that just to get the white stuff!
It should be with someone you care about and love possibly, that act should naturally occur, or be talked about by you and a partner/girl, not planned by YOU just for the white stuff.
