I heard from someone that box turtle hatchlings are sometimes sold at large outdoor flea markets. Has anyone seen this in Virginia?

I am somewhat confused. I just read this web site:

which is the Northern Virginia Reptile Organization. I can not find where it is either legal or illegal. They say you can adopt from them, but it was not specific if it can be a turtle or other reptile. I guess you have to email them under their CONTACT US link.

You cannot sell turtles under 4", unless it is for educational, scientific or export purposes. However, it is done all the time and it is hard to enforce the law. It is not illegal to purchase or own a turtle under 4". The law was created in mid 70s because of increase in pet turtles and salmonellosis. The law does limit the sale of small turtles, and it is trying to keep it out of children's hands. Young children sometimes get sick b/c they are not taught by their parents to wash their hands after touching a turtle.

You still can find them on the web and different markets. Try www.kingsnake.com They always have some for sale in the turtle classifieds.

I think they are illegal to own in VA, much less sell.
