"With Vivien Leigh already secured in the role as early as 1937 by David O. No one 'turned it down'. The whole 'Scarlett' search was a publicity stunt.

With Vivien Leigh already secured in the role as early as 1937 by David O. Selznick (secretly), neither Bette Davis nor any other actress had a chance for the role even though thousands of dollars were spent on "testing" other actresses, an investment considered well spent for all the publicity it generated.
However,
When Gary Cooper turned down the role for Rhett Butler, he was passionately against it. He is quoted saying both, "'Gone With The Wind' is going to be the biggest flop in Hollywood history," and, "I'm just glad it'll be Clark Gable who's falling on his face and not Gary Cooper."

Among the many famous actress considered for the part of Scarlett were:
Jean Arthur
Lucille Ball
Tallulah Bankhead
Bette Davis
Claudette Colbert
Joan Crawford
Paulette Goddard
Susan Hayward
Katharine Hepburn
Olivia de Havilland (who ended up playing Melanie)
Carole Lombard
Norma Shearer
Barbara Stanwyck
and Margaret Sullavan
Bankhead (an authentic "Southern Belle" from Alabama) was the clear frontrunner, but her unsavory personal life made producers reluctant to hire her.

Good Lord, which one? I think Betty Davis turned it down because she didn't want to work with Clark Gable. Every actress in Hollywood was considered, practically. I assume you've heard the story of how they picked their Scarlett. After open tryouts across the country, the director's brother was watching a British movie which starred Vivian Leigh. He flew her to America, and as they were filming the burning of Atlanta, he walked up to his brother, with Vivian Leigh in tow, and said, "I want you to meet Scarlett O'Hara." She got the job on the spot.
