It could be normal only if that person never ever says "meow" in any other situations and obviously doesn't have an obsession with cats in general.

If someone = person, I wouldn't think so. But the thing is, there's no such thing as "normal", if you get what I mean. So a person jumping into a trashcan and saying "meow" is.. unexpected. That would be a better word. :)

Depending on the situation..if the person had friends around and was trying to make them laugh after a night out it's okay...but if the person is alone, under any circumstances...it's not normal...very strange!

I don't know. If he did it as a joke, maybe. Maybe he'd just read "The Lives and Times of Archie and Mehitabel" by Don Marquis and thought he was Mehitabel the cat.
