The powder is more than just superficial, it is deep into the plastic. Normal cleaners do not work.

your yard chairs have worn out in the sun...... it will keep getting weaker everyday... the solution is
(a) clean with bleach
(b) get any dash board shiner from auto care stores
(c) spray and gently wipe with clean Cloth is will not only revive your chairs but also save them from further damage

The powdery substance may be damage from the sun....and I don't think there is any recovery from that, although you might try Mr. Clean magic eraser or Brawny's brand. You might even be able to lightly sand them and paint them with Krylon's awesome plastic paint. But, probably cheaper just to replace the chairs.

It's the plastic breaking down from being left outside year round.
A lot of people have made suggestions on how to save them. Sanding and painting is the only way that works. I charge $40 an hour for that. I don't know what your time is worth but It's not worth the trouble. Throw them out and buy new ones.

Spray them with undiluted bleach -- let sit for a few minutes, then hose off, if they're really bad you may need to take a brush or sponge and scrub them while the bleach sits. It works miracles on those chairs.

Spray bleach cleaneer like Clorox,hose chair down first, spray chair thoroughly with cleaner and let set for a few minutes. Using sponge or rag wipe chair completely, then spray with hose and let dry.

They get that powdery residue from just breaking down in the sun. i get this stuff from the auto part store that is like a wax, but it is specifiacally designed to restore bike plastics. ( Like dirt bikes) I t works pretty darn good.

Nope but I have a few pink flamingos and a couple of fake deer, two or three old tires in the front yard and a broke down car in the back yard. My gosh man I am from MS what do you expect!!!LOL!!!

I've used both glass cleaner and lysol on plastic chairs with good results.

Mix some baking soda and white vinegar in a gallon of water,Half a cup of the vinegar and three tablespoons of baking soda.Use it to clean all your outside furniture, safe and chemical free.
