Ok... in the police academy they teach that ones personal space is as far as their arms can extend in front of them or around them. If you can reach out and touch someone then they are envadin your personal space.. and an officer has the right to see the person as a threat.

So that answers the question:)

There are many factors that determine acceptable personal distance such as relationship to the other person, nature of the conversation, location, culture, gender, and so on. Those are the ones I can think of the top of my head and explaining in detail each of them could be the subject of a Sociology dissertation.
