We see advertisements for "the best web based e mail" Is there any other kind ?

There's POP mail, and IMAP otherwise known as web based e-mail
And none of the web based e-mails are going to just come out and advertise "Pick us! We're the worst!"

Yes there is. Outlook being a "different" kind of email, because it is not "web-based." For home/small office users, probably like yourself, web-based is usually the best solution.
