It depends onto whom or the ammount of love. Many people say quero ti, which is acceptable. When it is a "marriage" type of love you say Te amo. If you are trying to be romantic and are a guy you can also say things like Presciosa, Mi amor, Bonita, etc..
If you are a girl and want to be romantic you can call him your "Principe asul" or your blue prince, which means prince charming. Men Love that.

There are not many ways of saying that in Spanish.. so one has to revert to the familiar....
