Cell phones start counting as soon as you hit talk because that is when you connect to a tower for them to route your call. Landlines (home phone) does not count until the other party picks up, so if it is long distance, no charge unless there is an actual connection. Cell phones charge whether there is a connection or not

And some cell phone providers do charge for checking your voicemail against your minutes

Once your phone connects to the network then it starts charging you for it, so even if the other guy doesn't pick up you still get charged. You're basically renting time off of a provider's network when you get a plan!
