The term you use "Premium" is not truly used in the industry as an identifier of a grade of diesel fuel. There are at present several grades of diesel in order of purity and cetane rating:

1. Ultra Low Sulfer content diesel - diesel used in Europe and soon in the Us

2. #1 Diesel - common blend for use in winter climates

3. #2 Diesel - Common blend for use in warmer climates

4. Agra Diesel - Same as #2 but with a different color dye.

5. BioDiesel - Blend of petroloume based and vegetable source
Several grade B100 all vegie based; B85 and B15 are the most common.

A fuel is made through a distillation process. The more it is distilled, the higher the octane and the more volatile it becomes (like jet fuel). So, "premium diesel" is one grade above standard diesel, but below gasoline.

Premium diesel is made like all other diesel oil except that it is further refined to remove more impurities,. Probably has less sulphur also.
