Did you mean "internet comes free on all computers"? The answer would be no unless you have a good deal on your PC. (Like a one year subscription from AOL/MSN). Bottom line, there has got to be an Internet Service Provider (ISP)
If your question was "Internet can be accessed by all computers"..here is your answer
Internet Explorer (or Mozilla), the browser software comes free (allthough I would say MS does charge you for IE when you buy windows) On the hardware side your PC should have some network connection possiblity. This means a modem, Network LAN card and cable, WLAN....something which connects you to your ISP. Most PCs sold these days have one of these possiblities. Therefore you would be right in a way that even if one did not want to use internet, the required hardware and software would be present in any case.

The internet is not on a computer. What is on a computer is the ability to connect to the internet. If you bought your computer within the last 8 years or so, it's pretty much guaranteed to connect to the internet. You need to also pay a company for the connect to the internet. But to answer your question, most computers are able to connect to the internet, with whatever program it may be.

The Internet isn't a product. A web browser comes installe on all computers, but it's up to you to pay for an Internet connection from an ISP.

An internet browser (i.e. Explorer, Safari, FireFox, AOL, etc.) comes with the computer. However, you have to sign up with a provider to connect. Just like having a cell phone - you need service for it to work.

You need to have an internet service provider which could be cable or dial up. They often give you a disc that will program it for you or if you are buying a new computer, the store will sometimes sign up for you. Don't forget, there's a monthly fee.
