Not according to the Official Scrabble Players Dictionary (Third Edition). You may however play QAT or QUA.

Nope.. they just allowed Qi which is the only two letter Q word.
They also just allowed Za which is the only two letter Z word.
But not Qa. Qat is acceptable though.
