Qua is valid, but qa is not. Here's a useful link for scrabble words.

Not according to the Official Scrabble Players Dictionary (Third Edition). You may however play QAT or QUA.

Nope.. they just allowed Qi which is the only two letter Q word.
They also just allowed Za which is the only two letter Z word.
But not Qa. Qat is acceptable though.
