either use bleach or baking soda. bleach you're gonna have to be more careful if potable water hits the tank. baking soda is more mild

Take 1 cup of bleach and mix it with 3 or 4 gallons of tap water and dump it in the holding tank. Let it sit for a couple of days then rinse with tap water.

Get rid of the RV. They're ugly eyesores and they smell. Problem solved. Alternatively, have you tried baking soda?
